That's true, but why take the risk and subsequent bad publicity of a child falling in the moat? I agree with your basic point, but if there's a simple way to keep that from happening then do it. These changes are basic common sense.

With how sue happy people are DL has to now think of every thing cause mindless people don't. They had to add bumps on line rails to stop kids from climbing and people sitting on them. I even have pictures of them someplace. I'm pretty sure the last time the moat was drained, they were still there. I don't think they ever ended up putting trees in the moat again after those stanchions were put in. I think the main reason they don't put trees in the moat now is because of the pyro in the moat that is part of the holiday fireworks show.

We can thank idiots like this for all the safety changes.

As for the motivation for the changes, I commend Disney for being proactive rather than reactive.
