What's the New Structure Built in Front of Park?

I feel like the new structure is just a way to make the conection between the park and the hotel (and mono station along the way) a little more clear stylistically, since they are similar, but don't really match that much. It also seems to be a way to build up to the height of the newer buildings. While the World Bazaar structure is fairly tall, it just sits at the end of an area with basically no verical construction. This way, it is a stairstep from the concrete to the new thing to the station to the hotel. Hopefully it will make the WB structure seem less like it's just popping up out of nowhere. It may also be a way to sort of subliminally show people that the monorail station is not part of the hotel and hpen to everybody.
