Mary Niven, the VP of California Adventure, worked very closely with all the aforementioned parties. She shepherded a lot of this through the hallowed corporate halls, all the while cheerleading for anything that would "plus" the project. She also did a pretty nifty job of keeping the Disneyland Resort cast informed and enthused through the five year process.

And I would also say that John Lasseter's strong personal interest in all aspects of this (not JUST Cars Land) was a contributing factor as well.

    But it is "WOW."
I really liked Buena Vista Street too, but why are all the doors closed?

I read it has to do with new energy regulations. In a sense it's more realistic - a real downtown would have mostly closed doors on its stores, even when open for business - but in a theme park we're used to them being open. I wonder if they'll ever put big "we're open" signs on the doors, and then turn them over to "sorry, we're closed" at night.

Google Earth's most recent flyover was last September. CarsLand is well under construction.

Or maybe they learned their lesson on those types of "attractions" the first time?

Given that DCA had a food and wine festival of its own (which was cancelled in recent years due to the construction), there's a chance Seasons could come back to DCA. I'm not sure if the festival will actually return, since it seemed like it was a way to get guests into the park during an off-peak season, but with the recent investments in the park they may not want to spend anything on the festival.

The other option is that it could return to the Blue Sky Cellar space. Now that all of the construction is done, there's really nothing left to show off in there. The current exhibit for Carsland could probably run through next summer, but anything longer than that is a bit of a stretch. From what we've heard, there's not much in development for DLR right now, so there wouldn't be anything to show off to guests in there for a long time.
