Yes, the terminology may be a little different, but the principles are very much the same.

(Gov. Jennifer Granholm of Michigan is also an immigrant, and would have been made eligible, too.) I know that Reps. Dana Rohrbacher (R-CA) and John Conyers (D-MI) were for it (see H.J.Res. 15 of the 109th Congress), and I think Orrin Hatch was a supporter as well.

Our local Archbishop encourages us to tithe, but also says that it need not all go to the church. He suggests 5% for the church, and 5% for your choice of charities.
