It lays the responsibility for the damage to our 'country, the world, the military' on "the critics" - NOT from the actions of the bush administration itself - but those that speak out against it. Who knows - the GOP has gone a long way by underestimating the american public, so it may work for awhile. But it should be transparently obvious to plenty of others.
