EPCOT Seas(remember oceans and seas cover 70% of the earth's surface) is just more general in setting than American(upper East/Atlantic) Waterfront.

I don't think handling things like this is all that hard to do. Aren't there characters on TDL's Splash Mountain that speak in Japanese but with a US Southern accent? Also, Lumiere in Dreamlights speaks Japanese with a French accent. Even people that don't speak a lick of French will recognize the French accent (and if they don't speak Japanese, they'll probably mistake it for French). So, I don't think it's at all unreasonable for Crush to speak Japanese with a California surfer accent. But that's just my opinion, dude.

Yes, even more than Mickey himself. Now I'm not saying that Crush is overall the most popular Disney character, not by a longshot, only his talking. And unlike Splash Mountain or Roger Rabbit where characters only have limited lines and we move by them in haste Crush will deliver line after line. In Turtle Talk Crush's dialogue and speech pattern **is** the attraction as opposed to rides where we move from show scene to show scene following a story. I'm sure this will be a non issue to the guests as they will smile and have fun but I just wanted to bounce this concern/question around a bit to see where it lands.

It's Crush's voice in Japanese from that film that Japanese children will be familiar with and think of as Crush's "real" voice, without respect to how similar or different it is from the English version. As long as they match what's in the attraction close enough with the Japanese version of the movie, I think they'll be fine.
