I think Woodward also talks about it in his book about Mark Felt, The Secret Man.

I can't confirm it but I've read in several places that he served on the staff of a Republican congressman for a while. Moreover, while he was in the Navy, apparently he did some time at the Pentagon where he is alleged to have been a courier between the Pentagon and the White House, which is why Mark Felt sought him out.
