Monorails are just not a cost-effective means of transportation, and they won't be in the 23rd century either, because the rails now cost too dang much. You can build a moving vehicle in any goofball shape you want and put it on any track you want, but the real issues in transportation for the future are power sources and efficiency. And I don't think Joe Six-Pack is going to look at Peoplemover Mark IV (or whichever one they're on) and go "Oh wow it's so COOL how efficient that is!" I think we've run out of "out of this world", at least when it comes to transportation. And Tomorrowland can be traversed on foot fairly quickly ...
