I think a major pavilion with D or E-ticket for World Showcase would likely mean more profit then the whole Fantasyland expansion. Magic Kingdom is busy and can't get much busier, so all Fantasyland would do is add capacity (some ticket sales) and then a little dining and shopping. World Showcase could increase flow to that area of the parks to in addition to ticket sales, dining, and shopping directly related to the pavilion the rest of Epcot has the ability to grow and earn more. MK simply does not.
