Probably to keep them from touching or damaging them, even accidentally. And done in such a way so they didn't have to put up a "Do Not Touch" sign. There are plenty of opportunities of photographing yourself in front of the topiaries without getting exactly next to them, or with your hand on them.

He changed to accomodate the people and didn't try to force the issue.
